Richard A. “Dick” Tobin served as a member of the Casper College Board of Trustees, Wyoming Legislature (including as the president of the Wyoming State Senate), court commissioner, city attorney, and mayoral administrative assistant. Tobin was also involved with many charitable organizations. Tobin earned an A.A. from Casper College in 1953.
